What happens when you block one app?
Block TikTok and the scroll does not end. It waits in Shorts, in Reels, in X. Here is what actually lowers your total, and what the evidence for the substitution effect shows.

The short answer
When you block or delete one app to cut your screen time, your total usually barely moves. The hours you took off that app tend to reappear on the next one: TikTok to Shorts, Shorts to Reels, Reels to X. The habit is not attached to the app. It is attached to the phone.
A block fails in a specific way. It is not that you override it. It is that you go around it, into an app the block was never watching. So the one thing this swap cannot beat is a limit on the whole phone: not because it is harder to ignore than a block, but because there is nowhere to move the time. Every app spends the same budget, so switching apps changes nothing. That is the useful answer, and you can act on it today.
The rest of this page is the evidence, stated honestly. One caveat up front: no study has measured the swap directly on real phones, so anyone who quotes you an exact "X% of the time moves" is inventing it. The case rests on a national natural experiment and on how the platforms behave, and both point the same way.
The natural experiment: India, 2020
In June 2020, India banned TikTok overnight. The app had somewhere around 150 to 200 million users in the country. It is the closest thing to a controlled test the world has run.
What happened next:
- Instagram rushed Reels into India about a week after the ban, in early July 2020. Google followed with YouTube Shorts a few months later. Both were built to catch the freed attention.
- A year on, Instagram's monthly active users in India were up about 20% year over year, and YouTube's up about 11%, on Sensor Tower estimates reported in the press. Instagram became the top app in the country by downloads.
- Creators moved their old TikTok content straight to Reels and Shorts, and the audience followed.
Read the "200 million learned to live without TikTok" headline carefully, because it is easy to misread. They lived without that one app by living inside its replacements. That is the substitution effect, not its absence: the app went, the hours did not. The ban did not teleport every minute one-for-one, and the home-grown clones mostly folded, but the short-video habit itself did not die. It was re-housed, fast, by two of the largest companies on earth.
What the platforms build tells you what they believe
You do not have to trust a survey to read the substitution effect. You can read it in what the platforms ship.
When a United States TikTok ban looked real in January 2025, Instagram did not brace for people to put their phones down. It extended Reels to three minutes and launched a new video-editing app the same week. That is not the move of a company that expects freed attention to go for a walk. It is a company positioning to catch it. Even users agree on the destination: asked where they would go if TikTok vanished, most United States users name Instagram, Facebook and YouTube, and almost nobody says "I would just use my phone less."
Every short-video surface is built on the same bet: the time is not attached to any one app, so if a rival loses it, someone else takes it. They are almost certainly right.
Why this is the whole argument for a whole-phone limit
A blocklist can only ever contain the apps you already named. The habit goes wherever it is allowed to go, so the time reliably lands somewhere that is not on the list. The numbers on one app versus the whole phone show how small any single app is against the total; why blocking one app does not lower your screen time is the longer version of this argument.
There is exactly one thing the substitution effect cannot beat: a limit on total time with the screen on. It does not care which app the time went into, so it cannot be dodged by moving the habit to a new one. This page makes a narrow claim, not a grand one: a whole-phone limit is not proof against a person who is determined to keep scrolling, but it is the only design a swap between apps cannot defeat.
